The Council for Galician Culture: an approach

Fundamentals and origins

The Council for Galician Culture (Consello da Cultura Galega) is a statutory institution: its existence is governed by the Galician Statute of Autonomy. It was created, according to what is established by article 32 of the aforementioned Statute, by Law of the Parliament of Galicia (Law 8/1983, of 8 July). It is governed by this Law as well as by this Law's Regulation, approved by the Xunta de Galicia (Decree 237/200, of 29 September).

Objectives
As a consulting and advising organisation, with the ability to carry out initiatives, investigate and organise, the Council is in charge of the defence and promotion of the cultural values of the Galician people. It is made up of representatives from entities and outstanding personalities belonging to the different areas of Galician culture.

Independence
This institution has a legal personality of its own, full capability to carry out its objectives, and acts independently with respect to the powers of the Autonomous Community and its Government.

The Council for Galician Culture is a body that, far from interfering with the existing institutions (Xunta de Galicia, or those represented in the Plenary) takes on a responsibility of major significance with regards to the role of culture in Galicia's future.

The aim of the Council is to consider the current cultural reality from an integrated perspective, so that, once its global outlook and its specific characteristics are known, they can be strictly analysed, with an outlook towards the future, laying down the basic guidelines to direct the necessary integrating actions.

The recovery of its own culture
The Council tries to provide the Galician nation, to the maximum extent possible, with a framework that is based on the needs and options it has at hand to fully build its personality by means of the recovery of its own culture, while at the same time being open to dialogue with other cultures, especially with those from our neighbouring European and peninsular regions.


Competencies


Taking into consideration the abovementioned propositions and, in accordance with the regulation of the Council's Law, the competencies of this institution are:

a) To promote the Galician language and culture through original creations by the people of Galicia, which should be seen not only as a legacy which must be preserved and transmitted, but also as a heritage that every generation should enrich.

b) To investigate and evaluate the cultural needs of the Galician people, striving to make its most valuable products, both from its own culture as of the universal culture, available to all the people of Galicia.

c) To analyse all matters related to the patrimony of Galicia, in its different aspects and levels, watching over its preservation, study, appreciation and diffusion.

d) To promote cultural activities that are in line with its aims, such as the organisation of congresses, seminars, conferences or exhibits, the creation of inquiry, reflection or debate groups, or the establishment of archives or documentation centres, the elaboration of studies or reports, or the execution of publications.

e) To advise and consult with the authorities of the Autonomous Community, especially the Xunta or the Parliament of Galicia, but also with the County and Town Councils, and other institutions.

f) To submit to the authorities of the Autonomous Community reports and proposals in favour of the defence and promotion of Galician cultural values.

Added to these competencies is that of the international projection of the Galician culture, which includes many of the activities proposed above. From the Council for Galician Culture, the promotion of Galicia's internationality is seen as one of the basic pillars to achieve the cultural excellence of our entity, because the external link will not only enhance the work of the participating professionals, but it will also introduce new challenges and new elements to establish a cultural diplomacy which is so important for the projection of Galicia.

This latter function is developed within the CCG's programme External Action, which distributes the activities that are carried out by the different sections.

We wish to highlight the activities carried out by the President, the work carried out by the Galician Emigration Archive, the collaboration agreements with different universities and other institutions, as well as the meetings and conferences held, and finally the publications in matters of international projection.
